Organisation

INEA is one of the European Commission's Executive Agencies, managing parts of two EU funding programmes - with projects in the fields of transport, energy and telecommunications that benefit economic growth and EU citizens. The Agency contributes expertise, high-level programme management, and promotion of synergies:

• The Connecting Europe Facility (CEF): supports high-performing, sustainable and interconnected Trans-European Networks with €28.3 billion of CEF funding for 2014-2020.

• Horizon 2020: provides €80 billion for 2014-2020 towards Research and Innovation, supporting world-class science and technology. INEA manages €5.3 billion in the areas of transport and energy.

In the 2014-2020 perspective INEA is expected to manage 2000+ projects and implementation of both programmes is expected to continue beyond 2020.

Working environment

INEA is based in Brussels and offers a friendly working environment, as well as social activities. It has a multinational team of over 250 people including specialists in project management, finance, engineering, legal affairs, and communication. The number of staff is expected to grow further and this publication is to set up a reserve list to cover possible future needs.

Mission description

He/She will assist in the organisation, co-ordination, and evaluation, within the Agency, of the Calls for Proposals for projects to be funded under the CEF or H2020 programmes. He/She shall cooperate fully with the programme and call coordinator of the respective programmes. He/she shall also collaborate closely with a wider team of colleagues of the Agency and the European Commission.

Tasks

Programme and call management:

 Contribute to the preparation of working documents, calls for proposals and related documents as required.
 Contribute to the establishment of the evaluation planning for the concerned programme and ensure its update and effective implementation.

 Assist the launching, management and monitoring of calls for proposals.
 Contribute to the operation of the Agency helpdesk dedicated to the calls for proposals.
 In close cooperation with the programme and call coordinator, contribute to the co-ordination of the programme with the relevant policy units of Commission services.

Coordination and communication:

 Participate in the co-ordination of activities within the Agency and with Commission services in order to ensure the successful implementation of the programme.
 Contribute to institutional reporting and decision making on project selection and programme implementation.
 Participate in meetings, working groups and task forces with EU institutions and Member States to represent the Agency.
 Prepare and present information on programmes, projects, rules and procedures in various fora and events.

Quality Management and evaluation of Programme:

 Contribute to actions concerning the programme assessment and reviews.
 Contribute to the optimisation of the programmes by exploiting cross-cutting synergies
 Contribute to the analysis and assessment of the results and impact of the concerned programme, provide feedback, make suggestions for modifications.

Effective participation and contribution to team work:

 Under the leadership of the head of unit, carry out his/her tasks in a timely and effective manner and work together with other team members, to support the mission and priorities of the Unit and the Agency.
 Contribute to the definition of the Unit's overall strategic objectives, work programme and specific objectives.

Selection procedure

A - Written tests (30 min)

A case study in English designed to test:
your knowledge in the field of the profile,
your ability to understand, analyse and summarise,
your drafting ability.
This test will be marked out of 40 (pass mark: 20).
Total time allowed for this test: 30 minutes.
B – Oral test (30 min)
Interview with the Selection Committee in English to assess:
your suitability to carry out the duties of an Evaluation Manager,
your specific knowledge in the field of Call and Evaluation of proposals,
your communication, inter-personal and problem-solving skills
your general knowledge about the INEA and related policies,
your motivation and your ability to adjust to working as a contract agent in a multicultural environment.
This test will be marked out of 100 (pass mark: 50).
Both the oral and written tests will be combined on a total of 140. Minimum mark: 84 out of 140.
Applicants receiving at least the minimum score (84 out 140), all tests combined, will be included in a reserve list of suitable candidates. Please note that inclusion in the reserve list does not guarantee recruitment.

You must also clearly mention your essential technical experience, and clearly indicate which one of the five areas of technical experience mentioned in section B, you wish to have considered as your main area of expertise.

Appointment and conditions of employment

The jobholder will be assigned on the basis of a shortlist proposed by the selection committee.
The jobholder will be recruited as contract staff, in function group IV, pursuant to Article 3a of the Conditions of Employment of Other Servants of the European Communities (CEOS).
The basic monthly salary within this function group will depend on the number of years of relevant professional experience at appropriate level (in function group IV, either grade 13, grade 14 or grade 16).
The jobholder will serve a probation period of nine months.
The initial contract will be for a duration of 1 year. Afterwards, the contract may be renewed for 1 additional year. If the contract is renewed again, it shall be concluded for an indefinite period.
The place of employment will be Brussels where the Agency has its activities.
For reasons related to the Agency's operational requirements, the candidate will be required to be available at short notice.

Candidate criteria

Eligibility criteria

 Be owner of a CAST in the grade for which you are applying* Or be registered in the EPSO/CAST/P/4/2017**;
 A level of education which corresponds to completed university studies of at least three years attested by a diploma Or, When in a member state of the European Union access to a profession of an equivalent level to function group IV is by State examination, professional training or any other equivalent procedure, the authority authorized to conclude contract of employment may agree to recognize this qualification as being equivalent to a university degree;
 Thorough knowledge of one of the languages of the Communities and a satisfactory knowledge of another EU language to the extent necessary to perform his/her duties.
*Candidates must be included in the European Personnel Selection Office (EPSO) data base for contract agents in function group IV in a field appropriate to the profile of the post and have successfully passed the EPSO selection tests for that function group or having successfully passed a competition that has been certified by EPSO.
Please note that candidates who are on a valid EPSO list published in 2010 (CAST2010) are eligible on the condition they have successfully passed the complementary tests (DB3), as an Annex to the selection procedure CAST2010. The candidates concerned are invited to consult the letter they received from EPSO for further information.

Other eligibility criteria

** In the context of the call for expression of interest EPSO/CAST/P/4/2017 procedure (1) , your application will be considered only if you are available to be flagged for the EPSO testing request during the screening phase of this selection process (2) . The pre-selected candidates will be requested by the Agency to undergo the EPSO tests. Only candidates that have successfully passed the EPSO CAST selection will then be invited for an interview.

In addition, in order to be eligible, a candidate must:
 be a national of one of the Member States of the European Union;
 be entitled to his/her full rights as citizen;
 meet the appropriate character reference as to his/her suitability for the performance of his/her duties;
 have fulfilled any obligations imposed by the applicable laws concerning military service, and;
 be physically fit to perform the duties linked to the post.

Please note that only candidates that comply with the Eligibility criteria will be considered for further steps of this Selection procedure.

Selection criteria

Essential:
• Professional experience in the area of project/programme evaluation.
• Previous experience in coordination tasks.
• Excellent command of English and of a second working language combined with excellent drafting skills.
• Experience of working in a multi-cultural and international environment.
Advantageous:
• Proven knowledge and experience of EU energy or transport policy in one of the domains.
• Proven experience and knowledge of H2020 or CEF (or predecessor programmes).
• Professional experience within the European Institutions.
• Good knowledge of a third working language.

Personal qualities essential for the position (evaluated during the interview):
 High degree of organisational skills, attention to detail and ability to work under pressure
 Good interpersonal, problem-solving, drafting and communication skills
 Proven ability to work as a team member
 Dynamic and innovative approach

After having been preselected by the Selection Committee, the Agency will invite for an interview the best candidates, that are owner of a CAST in the relevant function group or that have successfully passed the EPSO CAST selection EPSO/CAST/P/4/2017, with a maximum of 10 candidates invited to the interview.
