Organisation

INEA is an Executive Agency established by the European Commission to implement parts of EU funding programmes for transport, energy and telecommunications:
 The Connecting Europe Facility (CEF): a key EU funding instrument supporting the development of high-performing, sustainable and interconnected Trans-European Networks in the fields of transport, energy and telecommunications.
 Horizon 2020: the EU's Research and Innovation programme supporting world-class science and technology. INEA is managing parts of the programme in the areas of transport and energy.
The Agency also manages a number of legacy projects supported by the TEN-T and Marco Polo programmes.
INEA's mission is to provide its stakeholders with expertise and high-level programme management, whilst promoting synergies among programmes, in order to benefit economic growth and EU citizens.

Working environment
INEA has a multinational team of around 250 specialists in project management, finance, and engineering covering the fields of transport, energy and telecommunications.
The number of INEA staff is expected to grow significantly over the coming years. The purpose of this publication is therefore to set up a reserve list which will be used to cover these growing needs of the Agency.

Mission description

The Evaluation officer will assist in the organisation, co-ordination, and evaluation, within the Agency, of the Calls for Proposals for projects to be funded under the CEF or H2020 programmes. He/she will be responsible for expert management (availability and feedback surveys, pools creation, contracting and payments). He/she shall also collaborate closely with a wider team of colleagues of the Agency and the European Commission and work under the supervision of Deputy Head of Unit and of the Head of Unit.

Tasks

Support to Programme and call management
 Assist the publication, management and monitoring of calls for proposals.
 Contribute to the preparation of working documents, calls for proposals and related documents as required.
 Contribute to the establishment of the evaluation planning for the concerned programme and ensure its update and effective implementation.
 Monitoring of the Agency's expert management functional mailbox and contribute to answers to questions related to calls for proposals.
 Support to the administrative and technical organisation of the external evaluation.
 Provide punctual support the call coordinators in tasks of horizontal nature.
Overall management of experts for evaluations including selection, invitation and payment.
• Overall planning of expert management and consistency with evaluation planning.
• Liaise with operational units for the pre-selection and selection of experts for the evaluation activities.
• Prepare and coordinate the consultations and surveys prior to the expert contracting.
• Liaise with relevant services to ensure a timely and efficient contracting process of the experts.
• Ensure timely contracting activities and monitoring of expert management.
• Contribute to expert's payment activities.
Support to Coordination and communication
 Provide support for the co-ordination of activities within the Agency and with Commission services in order to ensure the successful implementation of the programme.
 Contribute to institutional reporting and decision making on project selection and programme implementation.
Support to Quality Management and evaluation of Programme
 Assist in reviewing the effectiveness of the evaluation processes, and contributing to the improvement of the internal Agency procedures.
 Contribute to actions concerning the programme assessment and reviews.
 Contribute to the optimisation of the programmes by exploiting cross-cutting synergies.

Effective participation and contribution to team work
 Under the leadership of the head of unit, carry out his/her tasks in a timely and effective manner and work together with other team members, to support the mission and priorities of the Unit and the Agency.
 Contribute to the definition of the Unit's overall strategic objectives, work programme and specific objectives.
Assist in developing call texts and briefing material, organise and manage the internal and external evaluation on the basis of the Work Programmes adopted. Preparing, launching, managing and monitoring the implementation of the administrative and technical aspects of the organisation of the calls for proposals.

Selection procedure

A - Written test (30 min)
A case study in English designed to test:
 your knowledge in the field of the profile,
 your ability to understand, analyse and summarise,
 your drafting ability.
 This test will be marked out of 40 (pass mark: 20).

B – Oral test (30 min)
Interview with the Selection Committee in English to assess:
 your suitability to carry out the duties of an Evaluation Officer,
 your communication, inter-personal and problem-solving skills,
 your general knowledge about the CEF and H2020 programmes and related policies,
 your motivation and your ability to adjust to working as a Contractual Agent in a multicultural environment.
This test will be marked out of 100 (pass mark: 50).
Both the oral and written tests will be combined on a total of 140. Minimum mark: 84 out of 140.
Applicants receiving at least the minimum score (84 out 140), all tests combined, will be included in a reserve list of suitable candidates. Please note that inclusion in the reserve list does not guarantee recruitment.

Appointment and conditions of employment

The jobholder will be assigned on the basis of a shortlist proposed by the selection committee.

The jobholder will be recruited as contract staff, in function group III, pursuant to Article 3a of the new Conditions of Employment of Other Servants of the European Communities (CEOS).

The basic monthly salary within this function group will depend on the number of years of relevant professional experience at appropriate level (in function group III, either grade 8, grade 9 or grade 10).

The jobholder will serve a probation period of nine months.
The initial contract will be for a duration of 2 years and may be renewed.

The place of employment will be Brussels where the Agency has its activities.

Candidate criteria

Eligibility criteria

 Be owner of a CAST in the grade for which you are applying* Or be registered in the EPSO/CAST/P/3/2017 in the grade for which you are applying
 A post-secondary education attested by a diploma Or a secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience of three years.
 Thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another EU language to the extent necessary to perform his/her duties.
*Candidates must be included in the European Personnel Selection Office (EPSO) data base for contract agents in function group III in a field appropriate to the profile of the post and have successfully passed the EPSO selection tests for that function group.
Please note that candidates who are on a valid EPSO list published in 2010 (CAST2010) are eligible on the condition they have successfully passed the complementary tests (DB3), as an Annex to the selection procedure CAST2010.
The candidates concerned are invited to consult the letter they received from EPSO for further information.

Other eligibility criteria

In addition, in order to be eligible a candidate must:
 be a national of one of the Member States of the European Union;
 be entitled to his or her full rights as citizen;
 meet the appropriate character reference as to his/her suitability for the performance of his/her duties;
 have fulfilled any obligations imposed by the applicable laws concerning military service, and;
 be physically fit to perform the duties linked to the post.

Selection criteria

Essential:
• Professional experience in the area of project/programme evaluation and management.
• Previous experience in coordination and support tasks.
• Excellent command of English and of a second working language combined with excellent drafting skills.
Advantageous:
• Proven knowledge and experience of EU energy or transport policy.
• Proven experience and knowledge of H2020 or CEF (or predecessor programmes).
• Professional experience within the European Institutions.
• Good knowledge of a third working language.
• Experience of working in a multi-cultural and international environment.
Personal qualities essential for the position (evaluated during the interview):
 High degree of organisational skills, attention to detail and ability to work under pressure
 Good interpersonal, problem-solving, drafting and communication skills
 Proven ability to work as a team member
 Dynamic and innovative approach
 Ability to appreciate and follow priorities, sense of initiative, pro-active approach and capability to take up responsibility

The Agency will invite to the interview and test phase the best candidates, having already successfully passed an EPSO CAST competition or having successfully passed the EPSO CAST competition EPSO/CAST/P/3/2017, with a maximum of 10 candidates invited to the interview.
