General information


INEA is an Executive Agency established by the European Commission to implement parts of EU funding programmes for transport, energy and telecommunications:
 The Connecting Europe Facility (CEF): a key EU funding instrument supporting the development of high-performing, sustainable and interconnected Trans-European Networks in the fields of transport, energy and telecommunications.
 Horizon 2020: the EU's Research and Innovation programme supporting world-class science and technology. INEA is managing parts of the programme in the areas of transport and energy.
The Agency also manages a number of legacy projects supported by the TEN-T and Marco Polo programmes.
INEA's mission is to provide its stakeholders with expertise and high-level programme management, whilst promoting synergies among programmes, in order to benefit economic growth and EU citizens.

Working environment
INEA has a multinational team of around 250 specialists in project management, finance, and engineering covering the fields of transport, energy and telecommunications.
The number of INEA staff is expected to grow significantly over the coming years. The purpose of this publication is therefore to set up a reserve list which will be used to cover these growing needs of the Agency.

Mission description

.Within the CEF Department, the 3 transport units are organised according to geographical areas and certain horizontal priorities. The Head of Unit C01 will report to the Head of the CEF-Department, and will be responsible for the Baltic Sea Region, Austria, UK and Ireland, Motorways of the Sea and the European Rail Traffic Management System. The post is a challenging position particularly because of the necessity to empower and motivate the unit, including the integration of new recruits, and to manage a large portfolio of Actions including the financial responsibilities of an Authorising Officer by Sub-Delegation (AOSD). He/she will be responsible for establishing and supervising the tasks of the unit whose mission is to manage the project cycle of EU support within the CEF programme, including the technical management of the calls for proposals, appraisal of projects, the preparation and implementation of Grant Agreements, support for applicants and beneficiaries, the monitoring of progress until final payment and project closedown, technical and administrative support and feedback of results to DG MOVE.

The Head of Unit's duties will include:
 Supporting the management team in the Agency in the definition and implementation of the Agency's principles and processes related to programme and project management in CEF;
 Providing guidance and supervision in the management of projects by project managers and officers, covering the geographical areas and horizontal priorities listed above;
 Ensuring financial management of payments as AOSD and budgetary planning;
 Ensuring the management of the projects from an technical angle, providing support to beneficiaries and feedback for policy making to DG MOVE;
 Maintaining a team spirit in the unit of 29 staff members in 2017 (organised in three teams);
 Formulating the strategy and policies of the unit within the broader context of the work plan of the Agency and DG MOVE.

Selection procedure

Selection procedure (1/2):
A - Written tests (45 min)
a) Test in English comprising a series of multiple-choice questions to assess:
 your general knowledge about the Agency and related policies.
 your specific knowledge in the field of the post
Time allowed: 15 minutes.
This test will be marked out of 10 (pass mark: 5)
Wrong answers in these tests will not receive negative marks. Each question is equally valued.

b) A case study in English designed to test:
 your knowledge in the field of the profile,
 your ability to understand, analyse and summarise,
 your drafting ability.
This test will be marked out of 30 (pass mark: 15).
Time allowed: 30 minutes.

B – Oral test (30 min)
Interview with a selection board in English to assess:
 your suitability to carry out the duties of a Head of Unit;
 your knowledge and experience in the field of transport;
 your knowledge and experience in the field of Project Management;
 your abilities in managing a team;
 your knowledge of CEF and its procedures;
 your communication, inter-personal and problem-solving skills;
 your motivation and your ability to adjust to working as a Temporary Agent in a multicultural environment.
This test will be marked out of 100 (pass mark: 50).
Both the oral and written tests will be combined on a total of 140. Minimum mark: 91 out of 140.

Applicants receiving at least the minimum score (91 out 140), all tests combined, will be included in a reserve list of suitable candidates. Please note that inclusion in the reserve list does not guarantee recruitment.

Appointment and conditions of employment

The jobholder will be appointed on the basis of a shortlist proposed by the selection committee.
The jobholder will be recruited as temporary agent, in function group AD11, pursuant to Article 2f of the Conditions of Employment of Other Servants of the European Communities (CEOS) of the new Staff Regulations which is into force since the 1st January 2014. The salaries of temporary agents are subject to a community tax deducted at source. They are exempt from national tax. The European institutions have their own social security and pension scheme. The basic monthly salary, before any deductions or allowances, at 1 July 2016 for grade AD11, first step is 9,729.43€.
The jobholder will serve a probation period of nine months.
The initial contract will be for a duration of 2 years and may be renewed.
The place of employment will be Brussels where the Agency has its activities.
For reasons related to the Agency's operational requirements, the candidate will be required to be available at short notice.

Eligibility criteria

 A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years at least and, after having obtain the diploma, 15 years professional experience acquired in positions related to the profile of the post.

A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is three years at least and, after having obtain the diploma, 16 years professional experience acquired in positions related to the profile of the post.

 Thorough knowledge of one of the languages of the Communities and a satisfactory knowledge of another EU language to the extent necessary to perform his/her duties.

In addition, in order to be eligible a candidate must:
 be a national of one of the Member States of the European Union;
 be entitled to his or her full rights as citizen;
 meet the appropriate character reference as to his/her suitability for the performance of his/her duties;
 have fulfilled any obligations imposed by the applicable laws concerning military service, and;
 be physically fit to perform the duties linked to the post.

Other eligibility criteria

Selection criteria (1/2)
Essential :

 At least 10 years of staff management: Very good management skills, in particular the ability to lead, motivate and develop a diverse team to the best of their potential, set priorities, manage a considerable budget and an important portfolio of transport infrastructure projects, take decisions and execute them effectively;
 At least 15 years of proven professional experience in dealing with transport policy and of programme and/or project management in transport, in relation to at least one of the transport modes covered by the Unit;
 At least 5 years of proven professional experience in coordination across several services; Excellent networking and communication skills in English (oral and written) necessary to establish and maintain contacts within the Agency, with parent and horizontal DGs as well as with stakeholders (mainly beneficiaries and Member States).
 Proven good knowledge of the financial management of big infrastructure projects and of the relevant provisions of the Financial Regulation;
 Due to the geographical portfolio of the Unit, the ability to understand and speak German including technical aspects.

 Additional relevant professional experience obtained in programme and/or project management in one of the sectors of the Connecting Europe Facility in public or private organisations;
 Additional relevant professional experience in project management and the oversight of larger clusters of projects.
 Familiarity with the EU's transport policies.
 Proven professional experience as Authorising Officer by Sub-Delegation (AOSD).
 Knowledge of other European Union languages, in particular French.

Personal qualities essential for the position (evaluated during the interview):
 High degree of organisational skills and ability to work under pressure.
 Good interpersonal and communication skills.
 Proven ability to work as a team leader and a team member.
 Ability to appreciate, set and follow priorities.
 Very good analytical and planning skills;
