General information


INEA is an Executive Agency established by the European Commission to implement parts of EU funding programmes for transport, energy and telecommunications:
 The Connecting Europe Facility (CEF): a key EU funding instrument supporting the development of high-performing, sustainable and interconnected Trans-European Networks in the fields of transport, energy and telecommunications.
 Horizon 2020: the EU's Research and Innovation programme supporting world-class science and technology. INEA is managing parts of the programme in the areas of transport and energy.
The Agency also manages a number of legacy projects supported by the TEN-T and Marco Polo programmes.
INEA's mission is to provide its stakeholders with expertise and high-level programme management, whilst promoting synergies among programmes, in order to benefit economic growth and EU citizens.

INEA has a multinational team of over 230 specialists in project management, finance, and engineering covering the fields of transport, energy and telecommunications.
The number of INEA staff is expected to grow significantly over the coming years. The purpose of this publication is therefore to set up a reserve list which will be used to cover these growing needs of the Agency.

Human Resources - HR Assistant

Mission description

The Recruitment section deals with all the steps of recruitment and selection (from the publication of the vacancy notice to the offer letter to the candidates) and also manages all the services the Agency provides to staff (European schools, medical services, public transports, Data protection, well-being, etc.) The Human Resources Assistant will provide support and contribute to the correct and effective implementation of the HR Recruitment and selection process and services to staff, in accordance with the Agency procedures and regulations, and towards the achievement of the HR sector's objectives.

Human Resources Management - Recruitment

Organize and manage the entire selection processes from beginning to end in accordance with established rules and procedures (i.e. selection panels, vacancy publications, interview invitations, screenings, participation in interviews, drafting of selection minutes, drafting of offer letter, organising medical examinations, … );

Establish and maintain paper and electronic records of the selection procedures and their constituent parts in accordance with agreed standards;

Maintain the internal reserve lists of the selected candidates up-to-date-;

Ensure efficient and correct processing of travel reimbursements in accordance with financial provisions and in consultation with the Finance Officers;

Act as a focal point handling internal requests for interim staff and for trainees as well as administer the related contracts in liaison with the Financial Officers;

Human Resources Management - Reporting and communication

Manage the HR functional mailboxes and deal with the various requests for information;

Report on and highlight issues, problems and difficulties in the area of recruitment and services;

Provide selection panels with expert assistance on processes, procedures and assessment methods;

Contribute to HR internal communication activities (maintain and update HR pages on intranet, etc.);

Human resources Management - Services

Provide assistance to staff in relation to the services offered to them and follow the related contracts and budgets.

Establish constructive working relations within the Agency and within the HR sector and perform work in a service oriented manner.

Selection procedure

Oral test (30 min)
Interview with a selection board in English to assess:
 your suitability to carry out the duties of an HR Assistant in Recruitment and Selection,
 your specific knowledge and experience in the field of Recruitment,
 your communication, inter-personal and problem-solving skills,
 your general knowledge about INEA and related policies,
 your motivation and your ability to adjust to working as a Contractual Agent in a multicultural environment.
This test will be marked out of 100 (pass mark: 60).
Applicants receiving at least the minimum score (60 out of 100), will be included in a reserve list of suitable candidates. Please note that inclusion in the reserve list does not guarantee recruitment.

Your EPSO candidate ID number must be mentioned in your CV and motivation letter.

Appointment and conditions of employment

The jobholders will be assigned on the basis of a shortlist proposed by the selection committee.

The jobholders will be recruited as contract staff, in function group II, pursuant to Article 3a of the new Conditions of Employment of Other Servants of the European Communities.

The basic monthly salary within this function group will correspond to the function group II, grade 4 or 5.

The jobholders will serve a probation period of 9 months.
The initial contract will be for a duration of 2 years and may be renewed.
The place of employment will be Brussels where the Agency has its activities.

For reasons related to the Agency's operational requirements, the candidate will be required to be available at short notice.

Eligibility criteria

 Be owner of a CAST in the grade for which you are applying* Or be registered in the EPSO/CAST/P/7/2017;
 A level of post-secondary education attested by a diploma,
 A level of secondary education attested by a diploma giving access to post-secondary education, and appropriate professional experience of three years. In this context professional experience is considered to be appropriate if it has been obtained in one of the areas of activity of the European Commission following the award of the diploma giving access to this function group,
 Following completion of compulsory education, a total of eight years of:
- appropriate professional training and/or
- professional experience of an equivalent level involving tasks similar to those that the member of the contract staff will be required to perform.
In this context, professional training cannot be taken into account unless it consists of at least one academic year of full-time training following compulsory education and is attested by a certificate recognised by a Member State of the European Union,
 following completion of compulsory education, a total of ten years as a member of staff of the European Union and including training provided by the institution in a field relevant to the duties to be carried out,

Other eligibility criteria


 In exceptional circumstances and where justified in the interests of the service, professional training or equivalent professional experience; the use made of this provision will be recorded in a register.
 Thorough knowledge of one of the languages of the Communities and a satisfactory knowledge of another EU language to the extent necessary to perform his/her duties.
*Candidates must be included in the European Personnel Selection Office (EPSO) data base for contract agents in function group II in a field appropriate to the profile of the post and have successfully passed the EPSO selection tests for that function group.
Please note that candidates who are on a valid EPSO list published in 2010 (CAST2010) are eligible on the condition they have successfully passed the complementary tests (DB3), as an Annex to the selection procedure CAST2010. The candidates concerned are invited to consult the letter they received from EPSO for further information.

In addition, in order to be eligible, a candidate must:
 Be a national of one of the Member States of the European Union;
 Be entitled to his/her full rights as citizen;
 Meet the appropriate character reference as to his/her suitability for the performance of his/her duties;
 Have fulfilled any obligations imposed by the applicable laws concerning military service, and;
 Be physically fit to perform the duties linked to the post.

Selection criteria

 Proven professional experience acquired in HR Selections Processes;
 Very good command of English including drafting skills;
 Good command of another EU working language (French and/or German)
 Experience of working in a multi-cultural and international environment;
 Proven abilities to use electronic office equipment (word processing, spreadsheets, email, internet, etc.).
 Knowledge of HR Regulations, policies and instruments in public administrations;
 Knowledge of HR tools (e.g. e-recruitment tools)
 Knowledge of the European Commission tools and procedures;
Personal qualities essential for the position (evaluated during the interview)
 Excellent interpersonal, communication skills and sense of initiatives;
 Supportive and helpful personality, with co-operative and service oriented attitude;
 Very good organisational skills;
 Ability to work under pressure and respond to changes in a rapidly evolving work environment;
 Motivated and dynamic personality with proven aptitude for team work;

The Agency will invite to the interview and test phase the best candidates, having already successfully passed an EPSO CAST competition or having successfully passed the EPSO CAST competition EPSO/CAST/P/7/2017, with a maximum of 10 candidates invited to the interview.

Appeal procedure
A candidate who estimates that a mistake was made in the assessment of his/her profile may ask to have it re-assessed by sending, within 15 calendar days of the date on the email notifying the rejection of his/her application, a request for review, quoting the number of the vacancy notice concerned to the Chairman of the Selection Committee to the following address: INEA-HR-INFO@ec.europa.eu.

The Selection Committee will re-examine the application and notify the candidate of its decision within 15 working days upon receipt of the request.
