General information


INEA is an Executive Agency established by the European Commission to implement parts of EU funding programmes for transport, energy and telecommunications:
 The Connecting Europe Facility (CEF): a key EU funding instrument supporting the development of high-performing, sustainable and interconnected Trans-European Networks in the fields of transport, energy and telecommunications.
 Horizon 2020: the EU's Research and Innovation programme supporting world-class science and technology. INEA is managing parts of the programme in the areas of transport and energy.
The Agency also manages a number of legacy projects supported by the TEN-T and Marco Polo programmes.
INEA's mission is to provide its stakeholders with expertise and high-level programme management, whilst promoting synergies among programmes, in order to benefit economic growth and EU citizens.

Working environment
INEA has a multinational team of around 250 specialists in project management, finance, and engineering covering the fields of transport, energy and telecommunications.
The number of INEA staff is expected to grow further over the coming years. The purpose of this publication is to set up a reserve list to cover these growing needs of the Agency.

IT services - IT Development Manager

Mission description

The jobholder will be required to develop, test, and maintain information systems within the Agency in domains like grant management systems, project monitoring systems, and applications supporting administrative processes. S/he will also contribute to the development of an IT vision regarding the evolution of information systems supporting the processes under the Connecting Europe Facility – CEF programme.

IT project management
 Use and apply common project management methods.
 Ensure projects are delivered according to schedule and according to planned resources and budget.
 Lead a team of developers as Scrum Master
 Report on development activities.
 Set up project governance and liaise with project/product owners.
IT Analysis and Design
 Elaborate feasibility studies and functional specifications in domains related to grant management or supporting other Agency's internal processes.
 Analysis and design of web-based applications or service-oriented architectures.
 Data modelling.
IT Development and Maintenance
 Develop web applications and manage the whole application life-cycle management process (plan – build – launch).
 Organise maintenance of developed information systems; organise and supervise users' support on the use of information systems.
 Set-up and lead working groups involving product owners and user representatives.

Internal and external co-ordination and consultation
 Participate in, and if necessary organise, the co-ordination of IT activities with external parties and with Commission services in order to ensure the successful implementation of the IT projects.
 Follow IT developments at the Commission and participate in working groups or other governance bodies when required.
Effective participation and contribution to team work
 Under the leadership of the Head of the IT Sector, carry out his/her tasks in a timely and effective manner and work together with other team members, to support the mission and priorities of the Unit and the Agency.
 Contribute to the definition of the Unit's overall strategic objectives, work program and specific objectives.
 Maintain effective communication and share information within the team ensuring that all team members are aware and regularly informed on all developments related to their work.

Selection procedure

A - Written tests (30 min)

A case study in English designed to test:
• Your knowledge in the field of the profile
• Your ability to understand, analyse and summarise
• Your drafting ability
This test will be marked out of 40 (pass mark: 20).
Total time allowed for this test: 30 minutes.
B – Oral test (30 min)
Interview with the Selection Committee in English to assess:
• Your suitability to carry out the duties of a IT Development Manager
• Your specialist knowledge in the IT Development domain
• Your communication, inter-personal and problem-solving skills
• Your general knowledge about the INEA and related policies
• Your motivation and ability to adjust to working as a contract agent in a multicultural environment
This test will be marked out of 100 (pass mark: 50).
Both the oral and written tests will be combined on a total of 140. Minimum mark: 84 out of 140.
Applicants receiving the minimum score and above (84 out 140), all tests combined, will be included in a reserve list of suitable candidates. Please note that inclusion in the reserve list does not guarantee recruitment.

Appointment and conditions of employment

The jobholder will be assigned on the basis of a shortlist proposed by the selection committee. The jobholder will be recruited as contract agent, in function group IV, pursuant to Article 3a of the Conditions of Employment of Other Servants of the European Communities (CEOS).
The basic monthly salary within this function group will depend on the number of years of relevant professional experience at appropriate level (in function group IV, either grade 13, grade 14 or grade 16).
The jobholder will serve a probation period of nine months.
The initial contract will be for a duration of 2 years and may be renewed.
The place of employment will be Brussels where the Agency has its activities.

A. Eligibility criteria
 Be owner of a CAST established before 2017 in the grade for which you are applying* or be registered in the EPSO/CAST/P/2017 in the grade for which you are applying
 A level of education which corresponds to completed university studies of at least three years attested by a diploma or, When in a member state of the European Union access to a profession of an equivalent level to function group IV is by State examination, professional training or any other equivalent procedure, the authority authorised to conclude contract of employment may agree to recognise this qualification as being equivalent to a university degree
 Thorough knowledge of one of the languages of the Communities and a satisfactory knowledge of another EU language to the extent necessary to perform his/her duties
*Candidates must be included in the European Personnel Selection Office (EPSO) data base for contract agents in function group IV in a field appropriate to the profile of the post and have successfully passed the EPSO selection tests for that function group or having successfully passed a competition that has been certified by EPSO.
Please note that candidates who are on a valid EPSO list published in 2010 (CAST2010) are eligible on the condition they have successfully passed the complementary tests (DB3), as an Annex to the selection procedure CAST2010. These candidates should consult the letter they received from EPSO for further information.

Other eligibility criteria

In addition, in order to be eligible a candidate must:
 be a national of one of the Member States of the European Union;
 be entitled to his or her full rights as citizen;
 meet the appropriate character reference as to his/her suitability for the performance of his/her duties;
 have fulfilled any obligations imposed by the applicable laws concerning military service, and;
 be physically fit to perform the duties linked to the post.

Selection criteria

 Experience in managing IT software development projects;
 Experience in Scrum methodology or similar agile methods;
 Experience in gathering user requirements and producing formal functional requirements;
 Experience in software development involving object oriented programming languages, database systems and web frameworks;
 Very good command of the English language and strong drafting skills.

 Experience in the following technologies: Programming languages (Java/JEE or similar), application servers (WebLogic, Tomcat or similar ), RDBMS (Oracle or similar), Web frameworks (Vaadin, Wicket, Spring MVC or similar);
 Experience in enterprise architecture modelling;
 Experience in large-scale IT system implementation;
 Experience in conceptual modelling techniques/languages (UML or similar);

Personal qualities essential for the position (evaluated during the interview):
 Excellent interpersonal and communication skills;
 Ability to work as a team member.
 Excellent co-ordination and problem-solving skills.

The Agency will invite to the interview and test phase the best candidates, having already successfully passed an EPSO CAST competition or having successfully passed the EPSO CAST competition EPSO/CAST/P/17/2017, with a maximum of 10 candidates invited to the interview.
