INEA is an Executive Agency established by the European Commission to implement parts of EU funding programmes for transport, energy and telecommunications:
 The Connecting Europe Facility (CEF): a key EU funding instrument supporting the development of high-performing, sustainable and interconnected Trans-European Networks in the fields of transport, energy and telecommunications.
 Horizon 2020: the EU's Research and Innovation programme supporting world-class science and technology. INEA is managing parts of the programme in the areas of transport and energy.
The Agency also manages a number of legacy projects supported by the TEN-T and Marco Polo programmes.
INEA's mission is to provide its stakeholders with expertise and high-level programme management, whilst promoting synergies among programmes, in order to benefit economic growth and EU citizens.

Working environment
INEA has a multinational team of over 230 specialists in project management, finance, and engineering covering the fields of transport, energy and telecommunications.
The number of INEA staff is expected to grow significantly over the coming years. The purpose of this publication is therefore to set up a reserve list which will be used to cover these growing needs of the Agency.

Project Management - Senior Project Manager

Mission description

Working in the Transport Research Unit of the Agency's Horizon 2020 Department the jobholder will manage the unit's specialist project management staff working in one of the following areas: surface transport research and innovation (in fields such as road, waterborne and rail transport); aviation research and innovation; or cross-modal research and innovation (in fields such as logistics, infrastructure, intelligent transport systems, urban mobility and safety), as well as providing staff with technical and administrative guidance relevant to the content and management of the projects during their full life cycle. This includes proposal evaluation, grant agreement preparation, project implementation and providing feedback on the projects' results. The jobholder will work closely with the other Senior Project Managers in the unit, and a wider team of colleagues in the Agency and the European Commission.

Tasks

Management and planning of the team
 Contribute to the definition of the unit's strategic and operational objectives in the relevant area and ensure that the available resources are efficiently allocated to achieving these objectives.
 Ensure effective people management, provide technical and administrative guidance, provide feedback and control the quality of documents produced by the team members.
 Monitor and manage allocation of tasks to the team members' to ensure an optimal balance between workload and available resources.
 Ensure that all team members are sufficiently aware of the relevant administrative, policy and strategic aspects affecting their work.
 Report regularly to the Head of Unit on management and planning issues.
Administrative and technical management of projects
 Ensure the efficient implementation of the projects managed by the team members, in accordance with the Agency and the Horizon 2020 procedures and deadlines.
 Maintain an overview of the technical progress and financial expenditures of projects managed by the team members.
 Provide the necessary assurance on the legality and regularity of transactions, including conducting verifications when required.
Ensure collaboration between the Agency and the Commission services responsible for policy issues in the area of surface transport, aviation and cross-modal aspects of transport.
Represent the Agency, chair meetings and make public presentations on the Agency's work in this area.
 Manage a limited number of Horizon 2020 projects.
 Report regularly to the Head of Unit on administrative and technical management issues.

Selection procedure

Selection procedure (1/2):
A - Written tests (45 min)
a) Test in English comprising a series of multiple-choice questions to assess:
 your general knowledge about the Agency and related policies.
 your specific knowledge in the field of the post
Time allowed: 15 minutes.
This test will be marked out of 10 (pass mark: 5)
Wrong answers in these tests will not receive negative marks. Each question is equally valued.
b) A case study in English designed to test:
 your knowledge in the field of the profile,
 your ability to understand, analyse and summarise,
 your drafting ability.
This test will be marked out of 30 (pass mark: 15).
Time allowed: 30 minutes.
B – Oral test (30 min)
Interview with a selection board in English to assess:
 your suitability to carry out the duties of a Senior Project Manager;
 your knowledge and experience in the field of transport research and innovation and in particular surface transport technologies, aviation or cross-modal research;
 your knowledge and experience in the field of Project Management;
 your abilities in managing a team;
 your knowledge about the Horizon 2020 and its procedures;
 your communication, inter-personal and problem-solving skills;
 your motivation and your ability to adjust to working as a Temporary Agent in a multicultural environment.
This test will be marked out of 100 (pass mark: 50).
Both the oral and written tests will be combined on a total of 140. Minimum mark: 91 out of 140.

Selection procedure (2/2):

Applicants receiving at least the minimum score (91 out 140), all tests combined, will be included in a reserve list of suitable candidates. Please note that inclusion in the reserve list does not guarantee recruitment.

Appointment and conditions of employment

The jobholder will be appointed on the basis of a shortlist proposed by the selection committee.
The jobholder will be recruited as temporary agent, in function group AD7, pursuant to Article 2f of the Conditions of Employment of Other Servants of the European Communities (CEOS) of the new Staff Regulations which is into force since the 1st January 2014. The salaries of temporary agents are subject to a community tax deducted at source. They are exempt from national tax. The European institutions have their own social security and pension scheme. The basic monthly salary, before any deductions or allowances, at 1 July 2016 for grade AD7, first step is 5.937,01 €.
The jobholder will serve a probation period of nine months.
The initial contract will be for a duration of 2 years and may be renewed.
The place of employment will be Brussels where the Agency has its activities.
For reasons related to the Agency's operational requirements, the candidate will be required to be available at short notice.

 A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more and, after having obtain the diploma, 6 years professional experience acquired in positions related to the profile of the post;
 Or a level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is at least three years and, after having obtain the diploma, 7 years professional experience acquired in positions related to the profile of the post;
 Or, where justified in the interests of the service, professional training in a relevant technical domain and, after having completed the professional training, at least the professional experience indicated in the table below:

 Thorough knowledge of one of the languages of the Communities and a satisfactory knowledge of another EU language to the extent necessary to perform his/her duties.

In addition, in order to be eligible a candidate must:
 be a national of one of the Member States of the European Union;
 be entitled to his or her full rights as citizen;
 meet the appropriate character reference as to his/her suitability for the performance of his/her duties;
 have fulfilled any obligations imposed by the applicable laws concerning military service, and;
 be physically fit to perform the duties linked to the post.

Selection criteria

Essential:
 At least 6 years of work experience in transport research and innovation.
 At least 5 years of project management experience.
 Education in a relevant field of engineering, or a related domain relevant to the
job.
Proven ability to manage a team.
 Very good knowledge of English (written and spoken).

Advantageous:
 Additional relevant professional experience obtained conducting or managing research and innovation activities in the field of surface transport, aviation or cross-modal research in public research and/or industrial organisations.
 Additional relevant professional experience in project management and the oversight of larger clusters of projects.
 Familiarity with the EU's transport, research and innovation, and digital policies.
 Knowledge of other European Union languages, in particular German and/or French.

Personal qualities essential for the position (evaluated during the interview):
 High degree of organisational skills and ability to work under pressure.
 Good interpersonal and communication skills.
 Proven ability to work as a team member.
 Ability to appreciate, set and follow priorities.
