Organisation

The European Climate, Environment and Infrastructure Executive Agency (CINEA) started its activities on 1 April 2021 in order to implement parts of certain d EU programmes in the field of transport and energy infrastructure; climate, energy and mobility research and innovation; environment, nature and biodiversity; transition to low-carbon technologies; and maritime and fisheries. CINEA plays a key role in supporting the EU Green Deal through the efficient and effective implementation of its delegated programmes. The Agency fosters an efficient knowledge sharing and synergies between its different programmes and establishes strong partnerships with its stakeholders. Mission description

The Head of Sector will coordinate the specialist project management staff in unit C3 “Horizon Europe Transport” working on automated transport / cooperative, connected and automated mobility.
The Head of Sector provides staff with guidance relevant to the content and the operational management of the projects during their full life cycle. In addition, the jobholder will be responsible for managing a small portfolio of transport research and innovation projects and for coordinating certain horizontal tasks for the unit.
The jobholder will work closely with the Head of Unit, the Deputy Head of Unit and the other Heads of Sector in the unit, as well as with a wider team of colleagues in the Agency and the European Commission.

Tasks

Functions and duties include:
Team management
• Contribute to the definition of the unit's strategic and operational objectives in the relevant field field(s) and coordinate the available resources to achieve these objectives efficiently.
• Ensure effective coordination and team leadership, provide technical and administrative guidance, provide feedback and control the quality of documents produced by the team members.
• Coordinate, monitor and manage the allocation of tasks to the team members' to ensure an optimal balance between workload and available resources.
• Ensure that all team members are sufficiently aware of the relevant administrative, policy and strategic aspects affecting their work.
• Report regularly to the Head of Unit and Deputy Head of Unit on coordination, management and planning issues.

Programme / process / project management
• Ensure the efficient implementation of the projects and tasks managed by the team members, in accordance with the Agency and Horizon 2020 / Horizon Europe procedures and deadlines.
• Maintain an overview of the technical progress and financial expenditures of projects managed by the team members.
• Manage a limited number of Horizon 2020 / Horizon Europe projects and perform tasks related to all stages of the project management cycle.
• Coordinate, monitor and manage certain horizontal tasks for the unit.
• Provide the necessary assurance on the legality and regularity of transactions, including conducting verifications when required.
• Represent the Agency, chair meetings and make public presentations on the Agency's work.
• Report regularly to the Head of Unit and Deputy Head of Unit on administrative, technical and management issues.

Selection procedure

A - Written test (30 min)
A case study in English designed to test:
• your knowledge in the field of the profile,
• your ability to understand, analyse and summarise,
• your drafting ability.
This test will be marked out of 40 (pass mark: 20).
Time allowed: 30 minutes.

B – Oral test (30 min)
Interview with a selection board in English to assess:
• Your suitability to carry out the duties of a Head of Sector for EU research and innovation projects in the Automated Transport domain;
• Your specialist knowledge and experience in the field of automated transport or in a field directly relevant to the post;
• Your experience in managing EU projects, using the relevant EC-tools (SEP, COMPASS, Sygma, etc);
• Your organisational, interpersonal and communication skills;
• Your knowledge of relevant policy domains;
• Your coordination/management experience.
This test will be marked out of 100 (pass mark: 50).

Both the oral and written tests will be combined on a total of 140. Pass mark: 91 out of 140.

Candidates receiving at least the pass mark (91 out 140), all tests combined, will be included in the reserve list of suitable candidates. Please note that inclusion in the reserve list does not guarantee recruitment.

The Agency may have a second interview with the candidates in the reserve list.

Appointment and conditions of employment

The jobholder will be assigned on the basis of a shortlist proposed by the selection committee.
The jobholder will be recruited as temporary agent, in function group AD5, pursuant to Article 2f of the Conditions of Employment of Other Servants of the European Communities (CEOS) of the new Staff Regulations which is into force since the 1st January 2014. The salaries of temporary agents are subject to a community tax deducted at source. They are exempt from national tax. The European institutions have their own social security and pension scheme. The basic monthly salary, before any deductions or allowances, at 1 July 2020 for grade AD5, first step is € 4.917,29.
The jobholder will serve a probation period of nine months.
The initial contract will be for a duration of 2 years and may be renewed.
The place of employment will be Brussels where the Agency has its activities.
For reasons related to the Agency's operational requirements, the candidate will be required to be available at short notice.

Eligibility criteria

A. Eligibility criteria
- A level of education which corresponds to completed university studies of at least three years attested by a diploma;
- Thorough knowledge of one of the languages of the Communities and a satisfactory knowledge of another EU language to the extent necessary to perform his/her duties.

In addition, in order to be eligible a candidate must:
- be a national of one of the Member States of the European Union;
- be entitled to his or her full rights as citizen;
- meet the appropriate character reference as to his/her suitability for the performance of his/her duties;
- have fulfilled any obligations imposed by the applicable laws concerning military service, and;
- be physically fit to perform the duties linked to the post.

B. Selection Criteria
Essential:
• At least 5 years of professional, specialist experience in a field of transport research and innovation directly relevant to the post.
• At least 3 years of professional experience in managing EU research and innovation projects, with hands-on experience with the relevant EC-tools (SEP, COMPASS, Sygma, etc).
• At least 2 years of experience in the coordination of tasks/people.
• Education in a relevant field of engineering or a related domain relevant to the job.
• Very good command of English (written and spoken, C1).

Advantageous:
• Experience in drafting analytical reports and other concept papers.
• At least 2 years of experience in managing a team during the last 10 years.
• Knowledge of the EU's transport, research and innovation, and digital policies.
• Good command of a third working language (written and spoken), in particular either French or German (B2).

Personal qualities essential for the position (evaluated during the interview):

• High degree of organisational skills and ability to work under pressure;
• Good interpersonal and communication skills;
• Proven ability to work as a team member;
• Ability to appreciate and follow priorities.

The Agency will invite to an interview and written test phase the best candidates, with a maximum of 10 candidates.
