Organisation

The European Climate, Environment and Infrastructure Executive Agency (CINEA) has been established by the European Commission to support stakeholders in delivering the European Green Deal through high-quality programme management that helps to implement projects contributing to decarbonisation and sustainable growth. CINEA implements parts of EU funding programmes for transport, energy and climate action with strong focus on contributing to the European Commission's Green Deal priority.

The main programmes managed are:
•The Connecting Europe Facility (CEF);
• Horizon Europe: the EU's Research and Innovation programme for which CINEA manages the areas of transport and energy;
•The Innovation Fund;
•LIFE Programme;
•European Maritime, Aquaculture and Fisheries Fund;
•The EU Renewable Energy Mechanism;
•The Public Sector Loan Facility of the Just Transition Mechanism.

The budget managed by CINEA in 2021-2027 period is ca. € 58 billion

CINEA is based in Brussels with a multinational team of around 500 persons. The number of staff will grow further over the coming years, due to the Agency's new portfolio. The purpose of this publication is therefore to set up a reserve list, which will be used to cover the growing needs of the Agency.

Mission description

In collaboration with the other Internal Control Manager, the jobholder will assist the Head of Department in charge of Internal Control in her duty to provide reasonable assurance in relation to, inter alia, risk and control, safeguard of assets, monitoring compliance with rules, accuracy and reliability of management information, implementation of internal controls and value of money in the use of the resources made available to the Agency.
The jobholder will also assist the Head of Department (HoD) for Resources in planning and organising the activities of the department. The duties will require to work on a variety of horizontal tasks and to provide direct support to the Head of Department. S/he will ensure the coordination within the department but also with other departments and parent DGs.
The jobholder will report directly to the Head of Department.

Tasks

Functions and duties include:

INTERNAL MANAGEMENT and COORDINATION (DG/Service/Company)
• Centralise the preparation of the replies to requests from the IAS and the Court of Auditors, and follow-up their recommendations.
• Contacts with the parent DGs and IAS on Internal Control issues.
• Provide support in the implementation of the internal control in the Agency and when needed participate in networks and working groups;
• Provide support for the establishment of coherent internal working methods and procedures, which are compliant with the administrative rules to be applied. Provide advice on their interpretation and implementation and ensure a regular review and update;
• Support in the annual assessment of the internal control systems of the Agency as well as in the continuous internal control assessment activities.

+ OPERATIONAL and ADMINISTRATIVE SUPPORT and RESOURCES
• Work on a variety of horizontal tasks linked with the coordination of the department's activities, including collaboration with external stakeholders, management of business processes;
• Provide assistance to the Head of Department in the application of quality assessment methods in order to ensure that CINEA's quality standards are respected and that work processes are being continuously improved;
• Provide advice to the Head of Department on the overall strategic direction and management of the Resources of the Agency;
• Coordinate the preparation of the reporting on the department's activities and the implementation of dedicated action plans;
• Contribute for the preparation of the internal reporting requirements within the department.

+ INTERNAL MANAGEMENT and COORDINATION (DG/Service/Company)
• Ensure follow up of regular coordination meetings within CINEA and parent DGs;
• Maintain close contacts and ensure effective coordination with the parent DGs;
• Ensure the follow-up of the decisions taken at the CINEA management meetings and the Department coordination meetings;
• Ensure incoming requests from the Director, the Head of Department and/or the parent DGs are properly allocated to the units responsible and that deadlines for action/replies are respected;
• Coordinate topics involving other EU bodies;
• Participate in meetings, working groups, task forces, inter-service groups, networks and external events where appropriate.

+ OPERATIONAL and ADMINISTRATIVE SUPPORT and RESOURCES
• Ensure overall planning and organisation of the activities of the department;
• Coordinate and supervise the preparation of the briefings and other contributions of the department;
• Ensure up-to-date availability of reference documents and enhance internal and external communication;
• Coordinate and provide administrative support for the department's human resources management, which may include matters requiring discretion and diplomacy.

Selection procedure

A - Written tests (30 min)
All pre-selected candidates will be invited to sit the written test at the same time, in general one week ahead of the interview period. In order to ensure the integrity of the tests, there will only be one sitting of the tests. Failure to sit this test will result in the candidate being excluded from the selection procedure.
The test will consist of a case study in English designed to test your:
 your knowledge in the field of the profile;
 your ability to understand, analyse and summarise;
 your drafting ability.
This test will be marked out of 25 (pass mark: 12.5).
Time allowed: 30 minutes

Only candidates that pass the written test will be invited for the oral test.

B – Oral test (30 min)
Interview with a selection board in English to assess:
 your suitability to carry out the duties of an Internal Control and Resources Coordination Manager
 Your specialist knowledge in the field
 Your communication, inter-personal and problem-solving skills
 Your general knowledge about the CINEA and related policies

This test will be marked out of 100 (pass mark: 50).

Both the oral and written tests will be combined on a total of 125. Pass mark: 81,25 out of 125.
Candidates receiving at least the pass mark (81,25 out of 125), all tests combined, will be included in the reserve list of suitable candidates. Please note that inclusion in the reserve list does not guarantee recruitment.

The Agency may have a second interview with the candidates in the reserve list.

 a letter of motivation, including his/her views on the mission of the proposed position (2 pages maximum).
Please note that the motivation letter forms an essential basis for the pre-selection decision.

Appointment and conditions of employment

The jobholder will be appointed on the basis of a shortlist proposed by the selection committee.
The jobholder will be recruited as temporary agent, in function group AD5, pursuant to Article 2f of the Conditions of Employment of Other Servants of the European Communities (CEOS). The salaries of temporary agents are subject to a community tax deducted at source. They are exempt from national tax. The European institutions have their own social security and pension scheme. The basic monthly salary, before any deductions or allowances, at 1 July 2022 for grade AD5, first step is € 5.361,87.
The jobholder will serve a probation period of nine months.
The initial contract will be for a duration of 2 years and may be renewed for one additional year. The contract may be renewed again, and in this case it shall be concluded for an indefinite period.
The place of employment will be Brussels where the Agency has its activities.

A. Eligibility criteria
- A level of education which corresponds to completed university studies of at least three years attested by a diploma;
- Thorough knowledge of one of the languages of the Communities and a satisfactory knowledge of another EU language to the extent necessary to perform his/her duties.

In addition, in order to be eligible, a candidate must:
- be a national of one of the Member States of the European Union;
- be entitled to his/her full rights as citizen;
- meet the appropriate character reference as to his/her suitability for the performance of his/her duties;
- have fulfilled any obligations imposed by the applicable laws concerning military service, and;
- be physically fit to perform the duties linked to the post.

Selection criteria - part 1

Essential:
 At least 3 years of proven professional experience in one of the two fields below, or a combination of them:
o Internal Control Management or
o Coordination of tasks in a resource department, in particular the ability to plan, coordinate or manage diverse tasks from different sources and units/departments/teams, set or monitor priorities, take decisions and oversee their efficient execution;
 Very good knowledge of the programmes relevant for the position;
 Excellent knowledge of English (C2, in particular written and spoken).

Advantageous:
 Experience in dealing with the Court of Auditors and the IAS, in the organisation of audit fields, assessment of requests, coordination of replies
 Experience in drafting the internal control section of Annual Activity Reports
 Proven professional experience in preparing, drafting, or revising internal and external communication before publication;
 Proven professional experience ( at least one year) in human resources management, financial management, audit, evaluation and/or legal issues;

The Agency will invite to an interview and written test phase the best candidates, with a maximum of 10 candidates.
